Bids and Proposal Development Specialist
(new business development)

Reports to: Director of Program Quality, Learning and Compliance (PQLC)
The Solidarity Center is the largest U.S.-based international worker rights organization. Its programs are based on the principle that, by exercising their right to freedom of association and forming trade unions and democratic worker rights organizations, working people can collectively improve their workplaces, call on governments to uphold laws and protect human rights, and be a force for democracy, social justice and inclusive economic development. Its programs in more than 60 countries focus on human and worker rights awareness, union skills, occupational safety and health, gender equality, migration and human trafficking and pro-legal strategies, as well as bolster workers in an increasingly informal economy.
Position Purpose: As part of its strategic plan to expand resources, the Solidarity Center seeks a Bids and Proposal Development Specialist to identify, capture and develop new U.S. government (USG) opportunities; lead the preparation of competitive proposals; and contribute to improving processes for identifying and tracking opportunities, developing proposals, and maintaining information. This is a new and challenging role, requiring a dynamic individual with strong writing, interpersonal and communication skills, a sharp focus on details, a willingness to learn and share information, and a passion for promoting and defending workers’ human rights.
New Business Development Planning and Capture
· Collaborate with regional and country directors to develop plan for expanding funding base with existing (USAID, DOL, DOS/DRL) and new USG funders
· Identify and cultivate relationships with peer organizations for potential collaboration on future opportunities that align with SC’s mission, and maintain partner organization profiles
· Monitor and share donor trends that align with SC’s mission and strategic vision
· Identify funding opportunities via grants.gov and other websites, networking, list servs, etc.
· Conduct competitive analysis of specific opportunities to ensure alignment with organizational strengths and strategic vision, and to facilitate bid decision-making
· Travel, as needed, to field offices to capture information to support proposal development
· Develop and maintain system for tracking opportunities, and provide regular updates on active opportunities, win-loss ratio and feedback on successful and unsuccessful proposals
· Develop teaming agreements under the guidance of the PQLC director
· Coordinate competitive proposal process and develop, in collaboration with technical lead, outlines for technical and cost applications, writing assignments, timetables, compliance matrices and layout/style protocols
· Contribute to program design sessions that result in responsive proposals
· Draft/write sections of proposals (e.g., past performance references, capacity statements and management plans), create visual components of proposals and polish resumes
· Support collection of information and required documents from subrecipients
· Assist with recruitment of key personnel, as needed
· Edit, proofread and format technical proposal and ensure cohesion between technical and cost applications, ensuring overall proposal quality, responsiveness and compliance with the solicitation
· Plan for and track use of Bids and Proposal funds in conjunction with PQLC director
· Participate in proposal debriefs and incorporate lessons and recommendations into best practice guidelines and other tools
Resources, Knowledge Management and Capacity Building
· Develop and maintain a new business development toolkit/library of templates and resources
· Capture program approaches, results and best practices in collaboration with program, thematic and M&E staff and maintain information, including past performance and success stories, for future proposals
· Plan, coordinate and facilitate training sessions for HQ and field staff to build capacity in responding to competitive USG opportunities
· Bachelor’s degree in related field; Master’s degree preferred
· Minimum of seven (7) years of experience in international development with at least five (5) years specifically in new business development, identifying and tracking opportunities, leading/coordinating proposal team, writing/editing proposal sections and ensuring compliance with solicitations
· Previous experience and proven track record in developing successful applications for USG funders (e.g., USAID, DOS/DRL and DOL (assistance awards))
· Demonstrated ability to develop win themes and write sections of the proposal
· Excellent writing and editing skills, and fluency in English
· Familiarity with labor/human rights/social justice/civil society programs
· Strong computer software skills (MS Office Suite, Google apps and other graphic design tools)
· Excellent analytical, oral communication, teamwork and people skills

· Ability to travel overseas, as needed
· Good sense of humor a plus
