Solidarity Center seeks a Monitoring and Evaluation (M&E) Officer for a project in South America to be funded by the U.S. Department of Labor, which will help workers realize and exercise their rights. The M&E Officer will be based in Lima, Peru, with responsibility for monitoring, evaluation, and learning activities across the three countries that covered under this project: Brazil, Colombia, and Peru. Duties will include gathering, reporting, and analyzing performance data, as well as assessing outcomes and program impact. This individual will also participate in and contribute to the Solidarity Center’s Monitoring, Evaluation and Learning community of practice and build M&E capacity throughout the program offices. This position reports to the Project Director.




This position requires strong project management skills and the ability to monitor budgets and outcomes and write results-oriented reports. Knowledge of and/or experience engaging with worker rights issues in supply chains is required, including worker rights violations particular to women, such as Gender Based Violence (GBV). This position demands sound judgment, a head for analysis, and a keen political sense. Experience with worker organizing and/or worker issue advocacy in South America is highly desirable. Fluency in both English and Spanish is essential, as is experience with U.S. Government funding agencies. Fluency or proficiency in Portuguese is highly desirable.


Additional Requirements


  • Minimum of five (5) years of experience in a senior M&E position responsible for implementing M&E activities of international development projects.
  • Proven success in designing, implementing, and operating project M&E systems, from initiation to closeout.
  • Proven success in monitoring and evaluation approaches for capacity building projects.
  • Experience in building and maintaining working relations with stakeholders.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E, and/or performance monitoring plans, as well as post-project sustainability plan.
  • Experience with international funders and their requirements (US Department of Labor preferred).
  • Ability to facilitate and serve as project liaison for externally managed evaluation or research initiatives.
  • Experience working in or supporting projects implemented in South America.
  • Bachelor’s degree in statistics, demography, public policy, international development, economics, or related field (Master’s degree or advanced certificate in M&E, statistics, or economics preferred).
  • Fluency in English (written and spoken) required. Must be able to produce high quality reports in proficient English in a timely fashion.
  • Fluency in Spanish (written and spoken) required and additional proficiency in Portuguese is preferred.


High priority will be given to citizens or permanent residents of Peru. The Solidarity Center offers competitive salaries based on experience and generous benefits but will not provide housing, a relocation allowance, or support for a candidate to obtain a work permit for this job.
