For the duration of the global health crisis, all work for this position will be done remotely. All travel within the region will be contingent upon the lifting of government restrictions and confirmation of safe conditions on the ground.  

 

Solidarity Center seeks a Monitoring and Evaluation (M&E) Officer in Guatemala for a US Government funded project addressing workers’ rights in Central America. The M&E Officer will report to the Country Coordinator based in Guatemala City, with responsibility for monitoring, evaluation, and learning activities for this project. This will include gathering, reporting, and analyzing performance data, as well as assessing outcomes and program impact. This individual will also participate in and contribute to the Solidarity Center’s Monitoring, Evaluation and Learning community of practice to build M&E capacity throughout the program offices.

 

General Qualifications:

 

This position requires strong project management skills and the ability to monitor budgets and outcomes and write results-oriented reports. Experience working with marginalized communities, such as agricultural workers in El Salvador, Guatemala, and Honduras, is required. A background in worker organizing and/or worker issue advocacy is also highly desirable. The M&E Officer must demonstrate sound judgment, a head for analysis, and a keen political sense.

 

Specific Requirements:

  • Bachelor’s degree in statistics, demography, public policy, international development, economics, or related field (Master’s degree or advanced certificate in M&E, statistics, or economics preferred).
  • Minimum of five years of experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans. 
  • Experience establishing and maintaining systems for performance management. 
  • Knowledge of monitoring and evaluation approaches for capacity-building projects. 
  • Proven success in designing, implementing, and operating project M&E systems, from initiation to closeout.
  • Ability to facilitate and serve as project liaison for externally managed evaluation or research initiatives.
  • Experience with international funders and their requirements (US Department of Labor preferred).
  • Experience in M&E for poverty reduction and social justice, human rights or civil society programs (experience with labor projects preferred, ideally with trade unions).
  • Experience working with vulnerable communities such as agricultural worker communities in El Salvador, Guatemala, and Honduras. 
  • Excellent writing and communications skills in the English language; and
  • Oral and written fluency in both English and Spanish.
